let's not forget the vacuum port that's wide open. find something to hook that up to or cap it off.

The vacume problems listed (manifold bolt, and open port) are probably the problem, or at least contributing to it. However, if that does not fix it I would check the floats in the carb. You said a few things that set off bells to me.

1. Car is sucking gas down (floats sticking open dumping gas in the engine).
2. Oil is overfilled by about 3 quarts (gas getting into the oil due to the dumping in #1, raises the level). How did that happen? Did you actually dump 3 qrts to much oil in it? Could also be contributing to the leaking by thinning oil, and eating seals. Sniff the oil, does it smell like gas?
3. Car runs different flat than on a hill. Angle of the floats in the bowl would be affected. I had a dodge with a one barrel when the floats went in it, it would stall whenever I turned left (floats were hung on the side).

If your car is not running right and you know something wrong (broken bolt, or missing vacume lines) you need to start there and work your way out from there. If that does not fix it, look for other issues. I would start with the floats myself, after fixing the vacume issues.

Maybe it won't go over 25 because of the wimpy 305 and those ridiculously big wheels lol. :lol:

But seriously, the power problem sounds just like my car did last year when the carb decided to crap out on me. I would put my money on that. But the plugged cat could be it too. I had a buddy years ago who had an 80s charger. The thing lost all it's power and we couldn't figure out why. He took it to 3 mechanics and spent over $1000 before he found out it was a plugged cat. And this thing was so bad that it wouldn't even start anymore.

But with that oil leak, none of this really matters. I would just look for a good used 350 (something that you can hear running) and put that in. 305s aren't worth spending money on.

And always remember craigslist is your friend!. just picked up a 358 shortblock in good shape for 100 bucks with a stand and rebuild vortecs for 200. makes a pretty sweet combonation
