It sounds like you need a new engine.
First off, you won't get power out of a 305 without some serious money, and for the amount of money you'll put into a 305, you could biuld a 350 with at least 100+ HP over the 305. Trust me, I've tried a budget build with a stroked and bored 305, the results aren't worth it.
Second, you're burning through gas at a substantial rate, you said 1/2 a tank in 10 mins?? Your oil is probably flooded with gasoline, your carb likley needs rebuilt, and your valves could be burnt by now. Also, you've been trying to run the motor while it's leaking 2 qt of oil a day?? you're probably going to need main bearings now, and you could've done substantial damage to the bottom end of that engine by doing that.
Also, you said its leaking around the starter?? Check your timing chain cover and see if it's coming from anywhere around there. If not, it could be allot of other places that i'm sure the other guys on here have listed already.
It'll be ALLOT cheaper to pickup a decent/nice 350 and just scrap that 305, it sounds pretty beat.
