In California, you must have EVERYTHING in the same place it would be in a stock installation! This includes the computer and the proper computer harness, all of the sensors and the Catalytic convertor. What year 350 is it and what did it come out of? This may be important as it may affect what you need to have in terms of emissions equipment. I would call what I believe is called a "referee station" out there as they must certify swaps before you can be tested. Ask them what is and is not legal in your state. It's a major pain, but it's easier to ask questions now than have to undo everything later. Remember that California has the dreaded IM 240 test which test the car both loaded and unloaded, and they also do a visual inspection to verify the presence of the proper equipment. My 350 for 3.8 swap was initially done to be 95% legal because I feared my state would start testing for emissions again, so I pulled everything from a 1985 Grand Prix with a 305 to be sure I had all the pieces. My only omissions were the AIR tube to the single cat and that I had a 350 instead of a 305. I even had a smog legal cam in it, and the Edelbrock smog legal headers.I dunno if it would have passed in Cali, but fortunately I don't have to find out any time soon either. I now have a non EGR Performer intake, non computer HEI, a non Computer Quadrajet and have removed the AIR injection system-but I kept it all just in case.
