Are these little silver tanks suppose to have any air in them like when u take off the little black caps an push the valve

Those are the service ports for the refrigerant. No air in there. Refrigerant, yes. They have nothing to do with the dash vents.

I have found that the switch on the back of the control unit that has all the vacuum hoses to it looses its seal causing the air to revert to defrost. Replaced it on several older GM vehicles to solve the problem.

Ok thanks is a specific name for it so I can try an find it somewhere

I'm under the impression you can only find them used. Check out the thread I posted above. Several members discuss not being able to get it new.
