Look for a car with as many of the big three as you can afford.
1. Great Body/Paint
2. Great interior
3. Great engine/transmission
I prefer paint and interior, I can swap an engine. And, I prefer nice interior over nice paint, it's where you spend most of the time with the car.
Any one of those big three can cost as much as a car alone. I seen that car on Craigslist, but, it's on the other end of the turnpike, no pics in the ad. That being said, I think it would be a good buy at $800 or less. We are in the same state, the tags would be $275 to get current as current and up to date is much different than a clean title.
You might try looking around on soctal media, as Craigslist is not a strong or busy as it used to be.
454s are not as sought after as they once were, no one likes to feed then anymore.
