Actually, it was Gov Newsom issuing an executive order that codified whay was kalifornia's announced direction and Sabre rattling for years waaaaaay before the Detroit execs announced electrification plans.... recall the heightened mpg request, tightened and unrealistic emissions reqs.... so on so forth.

The economics of things are that Detroit doesn't like to produce 2 drastically difference cars, one different set for the 43 or so states that don't follow Cali emissions. They'll change tuning or add a converter, but not entirely different platforms.
