Here is what I did after trying all else.
Go to the hardware store and get a grade 8 bolt that is long enough and has an adequate diameter (doesn't neccessarily need to be as big around as the original), also get a large washer for the bolt. Get a tap and a drillbit that matches it for the bolt you decided to use. The tap should have a number like 7 or 8 or something like that, the bit will also have the same number, just have the hardware guy or gal help you. If you don't have a good center punch I would suggest getting one.
Drill a hole right next to where the bolt extractor broke off, I would suggest using the center punch to keep the drill bit from walking back to the extractor, if it does this it will break the drill bit.
On the starter notch out the hole so you can fit the bolt more toward the side and use a washer on the bolt. I used a right angle grinder with a cutting wheel, anything that will cut it will work. Make sure your new hole is on the side where your notch is at on the starter.
Disclaimer: This is not the ideal thing to do. The Ideal would be to get ALL of the extractor out and drill and tap that hole, but what I did works well just makes it a pain in butt to change starters as you will have notch any new one you purchase.
