No no no... Stitch some license plates together, paint them black and call it good. Cover with some old carpet from the alley next to the dumpster... Brings back memories!

Actually ; how bad is the damage on the roof under the vinyl top?
Vinyl was gone when I got the car off my best buddy. Mostly rear chrome and top of the windshield and rear window. Both had unsealed areas of gaskets as well.
I used a Duster and a rotted Cutlass trunk lid for steel (free steel is good!). Sealed the windows with urethane window sealer. Fiberglassed the holes, undercoated whole roof then painted the roof with flat black rust-oleum. The floor will get sealed with roofing tar underneath and paint in truck bed liner inside. Seals and covers for state inspection in NH. If it lasts a couple/three years I’m happy. Motor and transmission is the main saving factor that I promised my buddy to stay going as the car had belonged to a good friend of his that passed. They will become a ratrod truck when the time comes.
 
Also look at Rino Coat, mask off floor when ready and same for roof. Rino same day.

Otherwise I'm thinking roll on bed liner for floor panels might be a little less money than hot tar.

I have acquaintance that used to build NASCAR, he had whole stack of aluminum sheet 3' x 5'. I can check if he still has.

Plus sheet steel good source is old washers, dryers, refrigerators. Large spans, L x W and flat rolled steel.

I used the Rust-oleum DIY bed liner. I takes two coats it says and should be fine. My brother has a “yard full” of vehicles( mostly 60’s up Mopars. 250+ in just vehicles)Some are for parts some are going to be crushed. I ask if he has any junk hoods or deck lids for something this. It’s also what he uses to save money for customers at his garage too when they need low cost body repair to pass inspections. Great idea on the washer and dryers though! And the drum parts make good fire pits , as a buddy showed me.

Floor in passenger area all welded /fiberglassed most seams that was welded to very thin surface metal and sealed with Rust-oleum bed liner. Didn’t much of the bed liner at first, but second coat was much better. Temperature made it not dry well on the first coat as well. Not prepping it as suggested,welllll, I’ll see what happens 😂. The windshield doesn’t leak anymore is a big help. Just have the trunk area to do.
