De-chroming?

What's the best way anyone has come up with to remove chrome from small delicate parts,such as s/w rear window hinges,lock knob. I want to paint them.

Lock assembly can be bought new in black paint.

Hinges will be tough...maybe sand the zinc portion and blast the steel half. I would probably have the hinges powder coated if I was going to a common color.

I also need to do the window lift handle. Black is the plan.

I recently read that some of the strongest drain cleaners can be used, I plan to try this on my bumpers when the time comes.
Just keep vinegar around to neutralize it, just in case of spills.
