It's always been hooked up just the clip broke a couple days ago but I felt no difference with or without it so I guess a better question is what is its purpose? And is it safe to remove? Just looking for a straight answer no jokes or sarcasm thank you

Cruise control servo....

If you use your cruise control and it worked prior I would just fix it, but it won't affect anything else if you remove it just plug any vacuum lines you take off.

You better check that the other side of the chain is hooked up, this chain has to be adjusted perfectly as it affects the engines flushing power.
