Looks like a 2in drop and I think those are cragars

The wheels look like American Racing Trakstar's. They used to make them in normal street friendly sizes like 17's but all I've been able to find now are 15" wheels meant for drag racing.
Although comparing them to pictures of the Trakstars, the spokes don't look as "fat" as the Trakstars.

Definitely no Cragars. The Cragar wheels have more 3 dimensional curved spokes. These look too flat.

Found something similar:

As far as the stance, who knows. That can be accomplished a multitude of ways. Cutting springs, aftermarket springs, drop spindles, coilovers, air bags, etc.

i saw someone post on another forum saying that if i use strange 9 3/4" front shocks in front and rear it will lower it 6". is that car lowered 6" or less than that

I would say it is probably closer to a 3-4" drop with possible air bags. Also different shocks are not going to do anything to change the stance any more than maybe a 1/2" depending on design.

No way shocks will lower the car anywhere near that much, maybe 1/2" like already posted. For 6" drop, hydraulics or air bags are your options. I've got roughly a 6" drop in back, gas tank has 2 1/2" of clearance and no way I would drive it all the way down on some roads. I have 3 turns of coil spring in back with hydraulic cylinders and accumulators to soften the ride. No shocks at all on the car.

then id deff like to do a 3-4" drop. just to get that look, however i do not like bags, id like it to be able to sit like that with coils. Im in the process of max notching and mini tubbing the car. So i will have the clearance for the wheels, now i just have to figure out how to get it that low without bags.

Looks like Jason Herrera's (malibu9in) car, and I believe they are Budniks.

Just doing a major suspension drop without being able to adjust ride height you can run into issues with ground clearance, front turning radius, clearances with suspension conponents and exhaust and of coarse you have to adjust the pinion angle in the rear.
