Fuse box flashers

On my 82 Regal my turn signals do not work. No lights come on at all. Every Gbody I have ever looked at has had 2 spots for flashers on the fuse box. One at the top of the box and one at the bottom. This fuse box has the 2 locations but only the top spot has the spades to plug in a flasher. The bottom spot has holes like normal but no spades or anything for a flasher.

Is this normal? Pardon the random wires....I bought the car off of a hillbilly.

Do you have the seat belt buzzer box mounted above the parking brake release? The other flasher fuse might be there like the later years cars.

As mentioned probably located in the not so convenient Convenience Center...

Yeah my Cutlass threw me off like that too, on that the turn signal flasher is up under the dash near the radio, where the hazard flasher is at the fuse box like you'd expect. *shrug*
 
Well I got it fixed. It had the flasher hidden back by the radio like GP403 said. I feel dumb because I have been in a lot of these cars and have yet to see one like that. Thanks for the input.
