You will still have to put a center section together:
Ring and pinion set
Carrier or spool for 31 spline or larger axles
Bearing set
Center section housing in nodular iron or aluminum
Front bearing support
Yoke
You will have a grand into a center section that will take some power. By the time it's all said and done you will have $2 grand into the set up you linked to and the center section. Yes, the 9" axle housings are cheap but the cost savings and is typically eaten up by the center section which is always the most expensive part of a Ford 9"

And you would still have full floating axles and no shock mounts.

All they do is misrepresent the parts they sell!!!!!!!!!!!!!!!!!!!!!
 
Ford 9s can be had cheap used 200-500 for full floating ones disc breaks and all , figure open 9in center sections about 50-100 with crap gears(350s) stuff is out there got to look for the deals man even if you got to put the mounting points on which isn't bad to do
