Since they are on relays it should not be overloading the breaker. Maybe get an assistant to work the dimmer switch while you listen/feel for the high beam relay to work as a place to start. You will likely have to chase the problem down with a multi-meter. It's most likely a crossed wire, bad connection or maybe a bad relay. Maybe try swapping the two relays to see if that changes anything as a quick test.
Well it turns out it was a bad connection at one of the relays.
As soon as I removed the relays I could see there was a loose wire.
I put that where it is supposed to be,hooked the battery back up and now all my lights are working properly.
