Holley carb tuning

so i have a mcss with a lq4 carbed i have a victor jr intake and a holley 3310 750 vacuum secondary im run n a th400.

Im try n actually tune this carb the right way i bought a vacuum gauge checked vacuum readings and noticed that i needed a higher number power valve since my reading was 18" so i picked up the 8.5 power valve.

So my question is am i on the right path what else do you guys recommend to check out

I kinda feel its a lil on the lean side what do you guys think
 
With out knowing conditions of pulling the plug I'm going to say the opposite that it's fat due to the carbon ring. Wideband w/ recorder you can tune all aspects of the carb - no quessing

Ok so the issue with the ring is from previously i had installed a holley electric fuel pump and the regulator couldnt regulate it down to the right psi it was at 15psi i think it was due to the return line being to small so it run drowning the carb since then i have replaced the fuel pump and also installed a new carb but i didnt clean the plugs off it just burnt what you see in the pic
 
If you had a flooding issue I would change the oil cause it's probably contaminated with gas
 
I have an AEM wideband that I bought used for $100. I'd buy it new if this one breaks, the number of hours it saves getting rid of guesswork is priceless
