Yes, there should be full battery voltage with it unhooked from the sender. Any less is a dirty, dirty girl! I mean, connection....

The needle will swing a lot on a mechanical pump based tank. The baffled EFI ranks slow the needle a little more.

It goes through the gauge, then the sender varies resistance to ground.
