Just got this 87 regal limited it looked pretty good until i felt bumps under the vinyl top, and discovered its full of rust, do rhey make a replacement top sheet metal??

Oh the evils of those vinyl tops. They kinda do but it will be a half roof fot T-top cars & I'm not sure myself if they go to the butt seam of the upper quarter panels or just the flat roof part. As for around the windows depending on how bad it is it'll be hand made fitted sections or chopped out from a donor.
