You'll have to resize the image before you upload it if you want it to be smaller in your signature. The phpBB [ img ] code doesn't support resizing inline. Which is dumb. :/ What I would do in your case is re-upload it to the gallery as a new image at the smaller size and then link to it.
Smaller is better for signature images, obviously, and there's no real way to enforce any maximum image size, so its left to you guys to police yourselves on it.

Your image link in your current signature has them at http://www.picresize.com/popup.html?images/rsz_cut1.jpg
You need to either host them somewhere else like Photobucket or upload them here to the gallery as mentioned above.
