The best solution is to pull the AC box off the firewall, clean up any rusty metal with rust conversion paint like POR 15 or Rust Bullet and then put in a new foam gasket and sealer. GBodyParts and Dixie MC have the gasket. Avoid silicone if you want to paint later.
