Do you know how old the guy is? Years ago, I making a purchase of a used engine though forum PMs. We agreed on a date and time at his house to make the sale. Get to his house, the seller isn't home at the agreed time, but his dad was home and acted like he had no idea a buyer was coming. Turns out the seller was a teenager selling a motor he co-owned with the dad, who wanted double the money I had agreed upon with the son as he claimed some of the parts are his. So I left, not sure if they were in cohoots for a bait and switch, son was trying to ripoff his old man and me, etc, I just wanted no part of it.
Maybe your guy was caught selling his dad's parts and is grounded off the internet?

I know we generally like to give people the benefit of the doubt, but being the amount of time gone by, I think it's time to file a complaint with the Postal Service and see where it goes from there. He was quick enough to cash your check, and yet refused to acknowledge whether he sent your parts, or was ready to send them. What happened to communication?
Doug have you tried finding a listed phone number for him and tried calling him?
