i'd just duplicate the factory setup. Tar paper sounds good if anything but nothing may be better. I'd think inner tube will rot pretty quickly, never had much satisfaction with that stuff in the few places I've used it and although I support experimentation have found reinventing factory methods often lacks.
Oh, I remember now.... Last time I used inner tube was under some trim pieces and guess where the only signs of rust were a few years later?
