I am sorry to hear that about your brother in laws father passing. I am strongly leaning towards a BBC at this point.
 
The 049 and 781 oval ports are the best flowing stock heads with upgraded valves but still don't compare to what the aftermarket has to offer and will be the limiting factor on a 496 that wants to make power.
Maybe work on your frame off restoration and slowing put some money away for the engine.

I think that is a good idea. I will start saving for an engine early and so hopefully when I get to that point I will have plenty of money set aside to upgrade the items I need to so that my engine is not limited by my wallet haha! From what I've read it seems you would be happier with a big block. Plenty of torque, a great sound and not that hard to install. You seem to be very sentimental about the big block and I think you'd regret not going that direction. You said your dad had one and he could help you out with tuning the carb and there are quite a few guys on here who have experience with these engines that can help you with any questions you have. Seems to me that for you the big block is the way to go. I think you'll enjoy it.

There was a guy that worked where I work not too long ago that had a mild 454 in his '86 Monte Carlo SS. He could spin the rear tires at will and it sounded great with 3" dual exhaust. My vote is for the big block.

Anyways, save your pennies for the big block...the reward and pride of being able to build it with your dad will be priceless!!!
My brother n law and myself are currently restoring my dad's 90 jeep yj and putting a sbc in it. We surprised him a couple weeks ago with a freshly painted, assembled rolling chassis and he was like a kid on christmas!!!! The joy of seeing him excited can't be put into words. Cherish every minute of it and get a build thread going so we all can follow along!

It just gets back to being honest with yourself about what you want the car to be. If you don't want/need 500hp then your build can be much milder and less expensive. It just depends on your goals. A 6.0 with a cam and headers is somewhere in the 400-450hp range which is not difficult to accomplish with a BBC. Keep in mind once you get above 350hp or so you have to start helping the chassis/rear end to be able to survive at higher power levels. You already mentioned pulling the frame to clean it up which will give you a chance to stiffen it up and replace the body bushings so you are already well on your way. My suggestion is now that it sounds like you've decided on a big block, now work on deciding on what power level you want so you can plan and budget for it.
 
I'm 'late to the party' and I know that you guys have already discussed the head choice but wanted to share my .02 anyways.

Let me preface my comment by saying that for a weekend cruiser build a budget build will work out just fine and there is no need to 'break the bank. Technically, the aftermarket heads do flow much better but for s street build, the oval port heads will work out just fine. You could spend the $1500 dollars from your budget at the machine shop (polish & refurb oval port heads) and yield a decent set of heads for a street build. The refurbished oval port heads, a nice cam and some good compression you would be very happy.

Yes I definitely need to figure out what my goals are for the car and then I can figure out the build. Honestly I am not sure what I am looking for power wise because I am not sure that I know what 500HP or 500TQ feels like to the wheels. Ideally it would be nice to ride in a completed car that has been dyno'd and meets these specs so that I could get an idea of what that kind of power feels like. Then I could make an educated decision as to if I need more power or would be happy at the 500HP/ 500TQ mark. I really appreciate everyone taking the time to respond to my post and educate me.

I should also mention that the previous owner has a set of traction bars installed at the rear which should also help the chassis/ suspension handle all that power. My biggest concern at this time would be the rear end as it is a 7.5" 10 Bolt 3.73 Gears Posi, which I have heard a very weak.... Any recommendations as far as rear end upgrade that fits underneath the car without mods?

The 8.5" 10-bolt from a 442/Hurst Olds/Grand National is strong and is a drop in. They are a little hard to come by though so they command some price. If you are going 450+ HP, you should probably look into building up a Ford 9" for it. There are new steel housings available that have all the right brackets on them and will bolt in. At those HP levels you probably should beef up the chassis by inspecting/rewelding all the factory welds, boxing in the "C" channel section of the frame and adding reinforcement like F41 suspension braces and aftermarket braces like between the rear shock towers, at the lower control arm mounts and tying the rear frame horns together. There is tons of great information on here. Post up if you need help finding it. You will be shocked at how flexible the factory frame is once you get it out from under the car.

I missed your 500HP goal - oops.. I recall back in the day that the best f the 454's produced about 450 HP in stock form but I think that those engines were rated differently than today. Gross HP vs. Net HP? Anywho, I'm thinking that a stroked out 454 (to 496) with good oval port heads and a nice cam could get you somewhere around 475 HP Net. Which is plenty for a street car. I'm sure that 556BBC could give you a better number for thus type of build... Good luck.
