I talked to the neighbors a couple times, and they admit there is a problem, and they are on my side, but they don't want to get directly involved. .

THIS is one of the main reasons I moved to the country.

I understand your situation, in my case it was a college wrestler house and late parties/liquor bottles all over the street. Lots of hand wringing by neighbors, til the morning I found a half dozen bottles in my yard.

I found out that people that go to bed/pass out in the wee hours of the morning intensely dislike a big ugly old man BANGING on their door at 8 AM. After a nice loud chat, the named renter on the lease reined in his buddies and all was well for the duration of their lease...aside from the greasy looks I got from his sidekick for a few weeks.

if their house and property are in disrepair are the contravening any by laws or building codes?

I've tried this routed the past too. For a while their grass was over 2 ft tall, and they had several inoperable vehicles parked in the yard, both of which are against township ordinances. My family reported them to the township commisioner, who did little or nothing about it. The issues did eventually get fixed about 2 years later. However I'd bet the fire marshal would drop over dead if he knew how many people were living there. There is between 15-20 people living there at any given time. The house is a 3 bedroom 2 bathroom single-family house. I know for a while they were lying about where they lived so they could go to a better school district. They got caught for that, and didn't receive any consequence.

This is a goal of mine for the not-too-distant future, but not physically or financially feasible right now. There are some great new developments about 1/2 hour north of where I'm currently living. Very rural area, but still only 1/2 hour outside of the city, closer to work, lower taxes, no vehicle emissions inspection required, and no God-awful neighbors.
 
That really sucks, you pay your taxes and obey the laws. Then when some scumbags who probably live off the system decide to do whatever they please to do regardless of others you turn to the authorities who get paid by your tax dollar to serve and protect you. They are full of excuses why they can't do anything. If you have the email address of the District Magistrate I'm sure I'm not the only one who would like to ask him a question or 2 about this situation. If do have the email address you can pm me a few details so the Magistrate would know what I am referring to.
 
this may be a far off question, but do live in an area with a homeowners assn? I know that this may apply to the grandparents, but if they have no idea that any of this is happening, this may be something that can cause them to be thrown into the situation....
 
So a little update. These issues seemed to have subsided to some degree on their own, at least for now anyways. Today, the police and paramedics were at the neighbors' residence for an unrelated incident, someone was injured and taken away in an ambulance, but what happened afterward really rubbed me the wrong way. So the rest of the family (including the main perpetrator of these crimes, who has an extensive arrest record, everything from drug trafficking to driving without a license) and the two policeman were still standing around in the driveway after the paramedics had left, and they sat around and talked for a good half hour like old friends. Lots of laughing and BSing, hugging, handshakes, high-fiving and such. I heard some talk about how wonderful their pensions are, how they can retire at 50. So It's no wonder I can't get anything done about these people when they have the police as their best buddies. And here I am, a law-abiding citizen, I've never had so much as a parking ticket, and yet the police seem to be a lot friendlier with the convicted criminals than myself. I am and always have been very pro-police, I always donate to the Fraternal Order of Police, but I may reconsider doing that anymore after today. Very irritating. I'm just praying I'll have enough money together to be able to move soon. And you can bet I'll be moving to another municipality where hopefully I don't run into the same thing.

I'm sorry to hear about your situation. I truly sympathize with you. I'm sure it makes life a living hell living with douche bag neighbors like that down the street from you.
What's even more disheartening, is when the cops are almost complicit with these *ssh*les.
I hope things get better for you and your family.
I'm an anti-gun advocate, but having lowlifes like that for neighbors, I would probably go against my principles and procure an assault weapon.

In New York, they woulda been arrested by now with what your explaining....ive issued tickets to idiots based on the Supporting Deposition that was taken from the complainant...and if it's on video thats's a plus. Don't be in such a hurry to bash the local police...have you ever heard " keep your friends close, and your enemies closer"? Maybe thats why the cops were "smoking and joking" with the a-holes.

Bringing back an old thread, it seems my neighbors are back to their old ways, although I believe one of the main perpetrators must be in jail as he's been AWOL for a good month or two. Police are once again useless.

And FYI, that house is exactly the same today as it was 2 years ago when they did that story on it. I'll get pics of it soon when I get a chance.

So I'm just venting again. I'm thinking about putting up a big ****ing hedge in front of the house, like 15' or 20' tall. And maybe some CCTVs too.
