On a chevy 350 (HEI Vacuum advance dist) / Edelbrock 750 Performer, What whould be the best degree to set the timing at for better throttle repsonse ?

when you are in 'light' cruising driving conditions, the engine can handle more advance, so based on the vacuum of the engine, the dist will advance the timing when you are cruising for better gas milage.
