No. I assumed you were talking about things that recently happened in that city that have consequences. Choose unwisely, and you get what you get kind of thing. To which I agree. But forgive me if I was misunderstanding your meaning.

Oh no, we are very much aligned. Population density makes for problematic culture and politics.

We left for the West for just that reason.
 
What do they do when there is a group of Scat Packs driving down the street? Does everyone get a ticket. I couldn't imagine this working in Michigan.

That aside, the biggest offenders are motorcycles, which I can hear a mile away. I'm not bothered by traveling noise, music, exhaust, or otherwise, but people that park somewhere and consistently rev or blast their music drive me insane.
 
In my area, it's not the cars or trucks that are the issues but the Harleys and idiots with "Loudpipes save lives" stickers that think they're being cool. At times on a nice Saturday we have a line of motorcycles going by, for literally the entire day. To say it gets old is an understatement. If it was a few here and there, whatever. But they've abused it.
I remember looking at some property 20 yrs ago I was thinking of buying and building a house. Out on a Saturday, heard a pack of crotchrockets roll by. 15 minutes later, another packs zips by. then a smaller pack a short while later. this property was on a hilly twisty stretch of road, the kind that makes for good touring.
I found the neighbord phone # and introduced myself, asking about whether the motorcycles were a common occurrence. he confirmed yes, and I started looking elsewhere, end of story.

as for your loud pipes issue, yeah, I had the *sshat who would roll thru at 12am-3am on a weekend night, then gun it from the street intersection 3 houses down. our house is elevated so you could clearly hear it. thankfully it never woke up the baby.
