Does the black plastic wing nuts go under the trunk carpet? Or should there be holes for the tail light studs to poke through and have the wing nuts inside?

Normal carpet wouldn't have carpet extending up to the taillights. There were trunk kits that added carpet going up the sides and rear of the trunk, etc, but, those usually covered the wing nuts.
Makes sense. Someone must have added this piece at the back. Explains why there was no holes in it. Thanks ck
