I can understand you being a perfectionist, but I'm sure you can easily duplicate the strap finding similar materials. Being a perfectionist shouldn't dissuade you from using creativity.
At times you'll find that you have to improvise. Welcome to owning an older vehicle.
 
Thats how you fix the cracks in the dashboards as well

I remember you mentioning super glue and baking soda awhile back. I does sound kinda hokey, but It looks pretty convincing to me.
It might've been someone wanting to fix a cracked dash.

he's got nothing to lose and it would save time tracking down the part that is available some place
 
I think that fix would only work well in a situation where the plastic is rigid and has very limited movement (if any) and on a radiator strap that basically goes from a flat piece to being bent in a circle it might not hold up. I personally would just make a new one and it probably wouldn't take 10 minutes to make and that would include a 5 minute nap.
