Try installing new shocks and see how it feels. Hope you have front and rear sway bars - if no rear - thats you next move.

As lilbowtie said just do the shocks first.

A cheap set of KYB gas-a-just shocks can be bought for less than 200 for all 4

Make ride more like a Buick GNX ,and or Monte Carlo SS .than a Cadillac .With a good selection of springs ,shocks and sway bars .Among other things.

If you are not familiar, you can get a rear sway bar from a Cutlass and a few other higher end G bodys like Monte Carlo SS, etc. A lot of Cutlass' had them and were always easy for me to find in salvage yards. Also the F41 suspension stuff for the front with bigger sway bar is an excellent bolt on for a base Regal. I'd get the front and rear sway bars and do a set of high end shocks as already been stated. This will help a bunch. Buying new parts from UMI Performance would be my choice but used stock stuff from ebay is a choice as well. I have moog 5606 up front and 5379 in back. Cheap *ss gabriel ultra shocks all around. I like how it sits. idk if it's the mildly weaker springs I chose in the front, 350 Buicks are lighter than 350 chevys by ~100lbs iron vs iron fully dressed, but on level ground it has a slight rake to it. 235/60/15 tires all round. In the future I will get HD Bilsteins. Pricey at $75/per but I've heard they're worth it. I like how my car sits and how it rides currently. It has nearly all the factory bracing (fender to core support bars, cross member to frame [jounce bars], right to left brace [GP Bar], 1.25" GN front sway bar, new sway bar bushings and end links, 1" GN/F41 rear sway bar with the spacer brackets, all bushings are stock for now. Mine is a driver, drive it every day. Rides fine enough for me. Like most 33 year old cars it needs new body and control arm bushings, could use balljoints, etc. Rides pretty nice for what it is. As others have said, do what you can when you can.

imo the biggest pita for these cars is putting the front springs in by yourself. Nearly sprained my wrist trying to get the damn thing in there.

just looked @ rock auto, and KYB gas-adjusts are cheaper than getting regular shocks through the advance auto website, and there's usually a code in the classified threads for an additionl 5% off..
