If you have 4.5 back space, a 28 10.5 slick has a cross section of 12.50 in so you have 1.25 inches passed the rim bead on both sides so 4.5 plus 1.25 or 5.75 so you need at least 5.75 inches from the drum face to the frame. you pick up a little because back space is measured from the rim lip and not the bead. So depending on your frame notch you might be able to go to 5 in BP
For reference..... This is a 10" wheel with 4" of BS. I'm betting your math is off on that 10" w/4.5"BS combo being flush w/the lip depending on what you define the 'lip' as.

Flush with the quarter and about half an inch from the stock frame. Later I would like to notch and get a 5.5 backspace wheel and be able to tuck them in the well. As it sits not rubbing and I plan to drop it another 1-1.5 inch in the back.
My experiences w/others was defining the "lip" of the fender as the inside edge of the wheel opening. Many people trim or roll the lip for additional clearance. Those images 'DSPbuilt' posted are what we would say is "flush w/the body".
