Wiper only work in pulse. Help

The usual problems I've found with the pulse/ delay wiper is that the wipers won't shut off until you turn the key off, and then turn it back on.
That was the case with my '95 Olds and my wagon. In both cases, I replaced the circuit boards.

I must be missing something. I clicked on price and it opens another window to other site. Then it shows part discontinued.
