MONTE CARLO southern state guys - is this considered normal rust?

Floors with holes rusted through are typically due to water leaks. The most common ones are the firewall;
around the hvac box or at the wiper motor drain.
Many G bodys had a rubber coating on the back side of the carpet along with all of the jute underlayment. Once water was under the carpet it would never dry.

here in North Carolina, we still see some rust issues in the normal places, albeit, not the amounts usually found in the northern cars, but it's there... we don't have as harsh of winters down here, but when we do, they use ALOT of salt and brine solution. not many here are in the know to wash the salt off as soon as the weather breaks, so we do see some of the rusting... My 82 Regal had floorpan issues on the driver's side from doorseal/windshield seal/quarterwindow sealing issues which ended in pan replacement...

always see if you can have a look, don't always trust a southern car to not have rust.... The General did a poor job of sealing these cars at the factory, and we're paying the price, no matter what part of the country we're on...
