If these are Comp steel roller tip rocker arms and I see you are running aluminum valve covers, they maybe noisy, no matter the adjustment. Mine were properly adjusted, just sounded like a sewing machine under my aluminum valve covers. I switched to Scorpion aluminum roller rockers and they were much quieter. Think of clattering inside a tin can. Again, not a tick, more like a sewing machine.
If you don’t do something soon and report back some results your help is going to lose interest. Sorry to sound harsh but turning an hour job into a two week conversation is a bit hard to justify.

Those are full rollers and should work fine for your engine.
As stated the valve covers can make a difference in suppressing valvetrain noise if you don't have them a thicker cast aluminum valve cover will help but by design the roller rockers will make some noise and I would still do a proper lash re-adjustment first.
Having a roller fulcrum and roller tip frees up a lot of friction and is definitely something you want to have, I do find the Comp Pro Magnums I run on my 355 SBC are typically tighter and quieter than a comparable aluminum rocker (but more expensive) and I run Comp stainless rollers on my current big block.
