The vacuum valves in the control tend to leak. Make sure your door where the heater core is moving the way it should. My 88 CSC never had great heat even with a new heater core till it was at the point of overheating. Another reason I refuse to ever drive it in the winter again.

How do you check for movement? And where is the door?

How do you check for movement? And where is the door?
There is a door right by the heater core and a plastic bell crank moves it. Follow the cable under the dash.
