The collar does turn when I shift gears..I wouldn't say it spins freely with the ignition on, but I can turn it with my hand and shift gears that way.

If it wasn't hooked up then he wouldn't be able to shift gears by turning the column....and he did say the column turned when he shifted gears....

I have resorted to (and this works, mind you) saying "**** it" to the insurance regulation poster and walk right into the shop floor and do the damn work myself, or at the very least, look over the shoulder of the ******** working on my car, regardless of how much it pisses the guy off, to make sure he doesn't chip the paint or do something else stupid.
