Headlight problems

You'll see in the diagram I posted the tail lights are not on the same circuit as the headlights
 
Isn't the circuit breaker in the headlight switch? Is it possible he has a short that is overloading the circuit breaker so the headlights wont burn but he still has park lights and dash lights?
 
That is a good point about a short in the headlight wiring but I think the lights would turn on for a second or two before the breaker jumped in. The reason I say that is when I upgraded my headlights to plasma the low beam would work fine but soon as I turned on the bright lights the breaker would click in a second or two after I turned the high beam on. As soon as I turned the lights off I could turn them back on the low beams. That threw me for a loop the first time the headlights went out on an old country road.

What he could do is with a 10 gauge wire on the connector is to bridge the power terminal and the headlight terminal to see if the lights come on. I would put a fuse in that wire just in case you are correct about a short.
