How much refrigerant is needed to kick the ac clutch on for an empty system?

So without cutting any wires yet I jumped the green to the green with black stripe from the relay harness and when I turn the AC on this gives power to the clutch.
AC off no power.
Yup. Your control switch on your A/C control panel takes care of all that for you then. Of course, your low pressure cutout switch still rules the day if your charge isn't high enough. (<25 psi)
 
So does the pressure switch and the blower motor ground go to the ECM and ground there? And if so should I tap into that wire and add a ground on the engine?
 
Think of it more like you select the A/C on from inside the car. The ECM then grants YOU permission to turn on the clutch or not based on its inputs/feelings by controlling that relay. 🙂 Bypassing that one wire overrules the ECM BS. Actually, more like the ECM decides whether it will grant permission of your request for A/C.

Appears it grounds via the black wire out of the low pressure cutout switch there at C130. Blower controls ground at the same point there. Not sure what that other grounding would be. Found a writeup in the CSM. Will post it here in a minute...too much to rewrite cuz I'm lazy.

looks like they both ground to G130, I believe that is the ground point on passerger side lower dash by ECM kick panel

That is correct on the grounding. Yeah, I noticed that it said something about energizing the relay to kick out the compressor. I find that odd. I still say bypass B to D and it should work when you turn on the system. If that were the case, the system should run all the time without the ECM. Not buying it based on what I saw in the diagram.
 
There are a few ways to skin this cat. You can cut the relay out or leave it I would replace it because I love relays. I can honestly say that the only relays I've ever seen fail are the GM Omnicron turds from around 97 and up. Even a Chinese Bosch knock off will outlast all of us.
