It's just a tailpipe sniffer test? Easy. Run a Q-jet, and lean it out a bit. Use a good brand of cat, two if you run duals. Use a 195* thermostat. Use fresh oil. Fresh plugs. Get the motor good and hot before testing, race around a bit. If you can pass without a smog pump, great, but if not, install one. You can remove the belt for the rest of the year. Most newer EGR's work on backpressure, the older type works just on ported vacuum. On a particularly tough motor I once installed a Holly Pro-Jection so I could lean out the idle from inside the car until it passed. Freaked the test guy right out!
