Early Fuel Evaporation: Default should be open but, when the engine is cold, vacuum should close it forcing all the exhaust on that side through the intake manifold under the carb to warm the A/F up more quickly. There should be a vacuum line to a thermal switch in the intake that shuts it off when the engine reaches a certain temperature. Most "properly tuned" engines produce the most pollution at start up when the A/F has to be WAY rich just to get the car to run [essentially why there is a choke]. You don't need it unless you have to pass emissions and you have an overly observant inspector? I thought those 2 pieces were supposed to separate from each other. Perhaps yours are rusted together?
But, you can live without EFE, EGR, the air pump and all of its plumbing . . . if you don't have to pass emissions where you are?
BTW, if you have exhaust leak ticking with it gone, you should be able to find a thicker donut type gasket to put in between the downpipe and the manifold.
