You never see the original bumper fillers in good shape, unless of course they're on a well taken care of, garage kept car.
Lilbowtie is on the money...fiberglass fillers are the way to go.
 
I wonder why my GP bumper fillers are in great shape but when I had a Cutlass years back the bumper fillers were all distorted with waves. The fillers on my last GP were in great shape until it got scrapped from an accident.
 
The buick fillers turn to powder and crumble away when exposed to 90+ degree temps. I stored my 25K mile, original paint 86 GN in my enclosed trailer for a summer and the fillers only lasted another year.
