New York State inspection/emissions

Need to know what is required for 1984 Olds cutlass supreme for New York state (upstate NY) inspection/emissions. My engine is at the machine shop now getting put back together. I was hoping to install edelbrok buick v6 performer intake and corresponding edelbrok carb. Do we need EGR/Smog Pump/Catalytic converter or NOT? Getting conflicting information....Anyone from NY please chime in THanks!
 
The Eddy intake and carb won't help power, they will just make your car use more gas. Hopefully you had the V6 rebuilt with higher compression than stock. That would improve both power and MPGs.

No it does not. No egr, no A.I.R., no cats, or computer control.

Actually it doesn't even have the original 307. Engine is a 350 olds.
 
I had my NYS inspectors license until a few years ago and the above post is correct, your car is safety only, and does not have to have any of the emissions equipment intact or operable, my car is an 80' and I eliminated the AIR system, EGR,PCV, vapor canister,and the converter and it passes legally in NYS. Some garages have been known to try to turn this into a money maker, so you will probably want to stick to a place you are comfortable with. Some crooked garages drool when an older car like that come in, NY is horrible for false repairs to get a car inspected
 
Yeah, they will try and gouge you so beware. My '83 car has- different motor, trans, rear, suspension, nose, interior, practically everything. It does NOT have- CCC, CAT, EGR, AIR, or anything emissions related except the charcoal canister and THERMAC. My guy glances at the tires tread and passes me, but he knows I'm anal about safety.

Under federal law it still must have all that stuff, Just because you are exempt from inspections doesn't make you exempt from obeying the law. Not having to go though emission inspections just reduces the chance of you being caught and fined $2,500. It doesn't make it okay legal wise to remove all your emissions stuff. Even with historic and collecter plates you are not exempt from obeying emission laws. However laws are only as good as their enforcement which NY seems to cut back on.

Down here in NJ it is the other way around, no more safety inspections, just emissions. However just because NJ cars are now exempt from safety inspections doesn't give the owners the legal right to ride around in unsafe cars with bad tires, failing brakes, and burned out lights which happens alot now. Don't be surprised if a NJ plated car jams his brakes in front of you but his brake lights don't come on to warn you. :puke:
 
I have to chime in on this issue , each state does have its own set or motor vehicle inspection/emission laws . As long as the vehicle stays with in its state boarders they are legal ,but it is up to the owner /operator to know what the vehicle laws are for all states they will be traveling in or through . It basically comes down to whats legal in one state may not be legal in another , oh an NYS is not slacking on enforcement of the laws its just the person/s didn't get caught this time . They can't catch every offender for the multitude of technically driving offenses.....I.E. both hands on the wheel at 3 and 9,drinking pop,coffee,water etc while driving, anything hanging from the rear view mirror etc ....they'd be writing tickets all day long in one spot so they have to chose the more sever offenses. When I was at a safe driving school the teacher was telling us of a guy who was pulled over for speeding but ended up with 30 plus because one he was getting lippy with the trooper so he kept writing for the different things that many people do everyday ......ok I'm off my soap box now
 
When I took all the test for NYS they never once mentioned federal law, like the above post said its up to the state to set the laws for the people living in that state, but like said before that doesn't imply you would be legal if you moved to another state. A "safety only" car in NYS has no emissions component or system check by law, no book even exist to say what each and every car should and shouldn't have, things like "California Emissions" and such come into play on older vehicles. So until the federal government wants to set up inspection stations the laws they write are meaningless. You could probably find millions of federal laws that individual states do not impose or follow, but the original post asked if his car is legal and yes it is
