Don't they use some kind of acid to etch the chrome?

Dog here's what I used to "etch" the chrome on my bumpers after I scuffed them with 80 grit and cleaned them.

it runs about $20-25 for a can if I remember correctly. But one can is way more than enough to do front and rear bumpers. Only need a mist coat, then you lay down your regular primer.
 
I found this pic of a cutlass with black bumpers and I love it. I'm only leavn mine flat black for a year then I'm doin a deep water blue off of the new dodge's with a gold 442 stripe. No gray tho.

x2! I'm a big advocate of powercoating too. I have my own set-up at home and I rarely paint anything anymore.
