painting front bumper

I have a 84 cutlass that i want to paint the whole car black including the bumpers but alot of people say paint wont hold up on chrome to good. My plan was to sand the bumper with 80 grit paper then paint them with gray Rust Bullet paint then a coat of epoxy primer cause i know rust bullet stick really good but i dont know how good on chrome. So have anybody did it and it actually held up over time and if so how did you do it.

I painted mine. I sanded it with 800 and then sprayed with etching primer, then painted and clear coated and I'm into my second summer with it and no complaints
 
so after sanding which do you guys think will stick the best self etching primer or rust bullet because it is paintable.
