The green wire goes nowhere. I have never seen it connected on any G body, maybe it's a diesel thing?
As for the carb, yes. It's time for a rebuild. Miles are not the important thing here, age is. Paper gaskets do not last for 25 years without issues. Have it done by a pro and they should be able to get it working right.
The part with the wires and vacuum lines is probably part of the cruise control, but it might not be. I can't find it in the manual right now, but I will look later when I have more time.
Oh, and the MAP sensor is behind the overflow tank and in front of the A/C box on the passenger's fender well. It's a small black box that's about 1X3 or 4 inches in size, and about half an inch thick. It should have a 3 wire plug and a vacuum line going into it.It's right in back of that blue and gold thingie with the 2 wires coming out of it.
The aluminum pipe is not a problem. It's a part of the cold start emissions equipment and it ducts hot air into the air cleaner assembly on cold days. If it is not there, it will not cause your problem.
