you ran the pump dry so that probably is the problem and if you removed the belt the noise should be gone. It does not take long to fry a power steering pump. I'd check the pump before I bought new gauges...

no, don't cut the belt...
there should be a bolt on the bracket holding the pump in tension... very similar to the alternator. Loosen the bolt, let the pully go slack on the belt, then remove the belt.
Check if any other accessories were on that belt, and make sure they won't be affected by running the motor without the belt. Then start the motor and see if the sound is there...
 
If it is your pump they don't supply the reservoir with a new or rebuilt pump so don't damage the reservoir when your removing the unit thinking you'll be getting one with the pump. You're also going to need the tool to remove the pulley.

Thank you for that I didn't know they didn't give you the whole thing. I pulled one from pull apart that's why I never knew they didn't come with the whole reservoir.
