I would eliminate the brake bias limiter. I axed it when I re-configured my rear frame rails/set-up. Yes, two very different ends of the spectrum between yours & mine but @ the end of the day, they're still both dual wheel C30's.

Powerstop makes semi-metallic bonded brake shoes and they kick *ss. You should try them given that the truck is never empty.
The ones I bought were from Rock Auto they were the best heavy duty? Extreme duty? Or whatever they called them. I only got one side done yesterday but there's already improvement I think mainly because the right rear drum was overcut and grooved up from a previous hack job.

Went back to the shop today and tackle the other side. Should have learned my lesson yesterday when I had to borrow a car to go get a wheel seal. Today I had to call the wife and have her go get another one and bring it to me. All the bad studs are changed and its back together

One things for sure the older I get the heavier those parts seem to be. LOL

Or at least a new set lol it's sitting on the helpers all the time. Those are the springs out of the dump truck

Off a cab and chassis then? My dually only has 5 mains with an upper and lower overload and even that takes a lot of weight with ease. I do have a 3 leaf upper overload pack to install though.
