Starter problem

Did the starter drive kick out when they tested the starter?

When you try to start the car do you here a click under the hood?
 
In that case you need to check for +12V on the "S" wire (small wire from switch) using a test light or multi meter. You will need an assistant to turn the key for you. I suggest disconnecting the negative battery cable at the battery. Next remove the "S" wire from the starter solenoid so you can pull it to the side (may not be necessary). Now reconnect the negative battery cable. Now connect the negative side of the volt meter or test light to the negative battery cable terminal and connect the positive side to the "S" wire and have the assistant turn the key to start and hold it. You should see +12V. Make sure the car is safely supported on jack stands or ramps. Don't work under a car with it sitting just on a jack. Let us know what you find. Good luck.

**edit** I meant to mention that the positive battery cable and the two chassis "hots" need to be connected to the starter for the test to work, or no voltage can get to the switch.

Quick update I found this wire that seems to be attached to the engine block and the other end is not attached to anything could this be a problem
 
That's a ground strap. It should be tied to the firewall. Take a look at this picture. It is fastened to the firewall above the driver's valve cover.
