That power comes from the headlight switch dark green wire to the fuse to that gray wire.

Test the fuse with it in with the headlight switch on it should have 12V on both sides, switch off nothing. The nothing will help make sure it is the correct fuse too. no other fuse is powered through the headlight switch.

Guess we should start with, do the headlights work?
Are we talking about top left fuse?

Yes headlights work
 
I think it is this one where there is no fuse. Should be five amp.

If not that it is the 5 amp under that big red wire at the very top. Just above the IN printed on the housing.

Check the top one under that power tap with the big red wire coming from it.
Yes this one here is dead. Fuse is good

My 78 wiring diagram says it is in the 2nd or 3rd row but a 79 wiring diagram says that's it and it is 5 amp as it should be.

You need to pull the headlight switch and see if the green wire goes hot when you turn on the headlight switch.

The green wire does not go hot
