Nope. Not even close. Those cutters are supposed to spin and set loose enough on their axle that they do. The only thing I am seeing here is that they are about half gone, meaning that you have only one or two passes left before the teeth wear down to where they won't dress the stone face anymore. Apart from that it looks about the same as the one I have.d If you do decide to throw it out, throw it my way. It will fit in a USPS padded mailer and I can paypal you the cost for the shipping and handling.The part inside is covered about 2/3's the way around.

Someone else thought it might be used to true up the face of a grinding wheel.
That center part spins. Would probably spin that sucker apart if I put it against a grinding wheel.
Got some time off of work so I'm back at attempting to organize my garage.
I'm willing to put the time and work into re doing the layout, but it's pain trying to figure out how I want it.
First thing is to de-clutter and purge.
