did you check to see if there is power to it with the key in assessory and run positions...and have you looked at the part to see if there is any part number on it?

What a headscratcher! Tell me, are the wiper motor wires all intact? Purple, pink, white, gray, green? If so, what is that harness in the picture? I also see a green wire and 2 others. The washer uses a pink and white wire, and an aftermarket washer would need to use the same 2 wires. The washer relay uses only 2 wires, but that relay is usually inside the housing and the coil is exposed, no cover, and operates a cam. The terminals in the picture have the factory keeper tabs. Could it be a washer pump with the t*ts broken off? Does your washer work? Please post a pic of the other side, in fact several pics of all sides.

OK, based on your pics, I now change my vote to "washer pump". On the bottom of that thing should be this plate with the hose t*ts. As noted before, pink and white are the colors for the washer.This is a repair kit in case the plate is missing, has no t*ts, or the valves are shot.
