Wiper motor power help.

My wiper motor problems keep going. I changed out wiper motor and it still didn't work. I checked all wires and fuses, and got no power. With the ignition off the wiper fuse has power. With ignition on and wiper switch on fuse has no power. Somehow by me shaking the wires down, I got power to to fuse with ignition on and wiper switch on. Wipers only worked with pulse. I change the pulse circuit board. Now I'm back to same problem with no power to fuse with ignition on. I have wiper motor disconnected and no power to anything in the circuit at all. Any help would be greatly appreciated.
 
I don't think you mentioned the no power to the fuse with the power on in your other thread. I wouldn't have suggested to change the circuit board if I was aware of that issue.
 
oh ok, Unplug the wiper switch and see if there is power at the fuse with power off. When you changed the wiper motor did you put the ground strap back in place?

There is power at fuse with ignition off and wiper switch disconnected and yes the new motor came with new grounding strap attached.
 
Have you pulled the fuse to see if the power is coming from the fuse panel or is being fed by a wire
